Two MEP-804's and no power. Am I doing something wrong?

I received two MEP – 804’s from the military recently for my police department. Both generators crank and run fine. Neither generator puts out any power. I have held the start switch down for several seconds past starting in the generator does not excite. I can plug a light into the convenience port and it will come on if I hold the start switch down. But I soon as I let go of the start switch the light goes out. I’ve never had one of these generators so I don’t know if I’m doing something wrong. Any help is appreciated.
