Mep003a. Not legal to power my house.

So I have a fantastic mep003a.. I wanted to use it as a standby system for my house.
No one will touch it and the power company threatened to remove my meter is I were to ever bring it on line or have it wired in even with an auto switch to shut the house off the grid. Permits are all but impossible. I’ve tried.
So now what?
MEP003a yard art? In Houston Texas?

Oh also.. I was sent a letter that it exceeds the noise ordnance in my area as well.
It is almost 90 db.
