i have a mep 816a 208v 400hz over voltage /cannot turn voltage down

I replaced the broken 20k ohm pot for voltage adjustment. this corrected the problem temporally. The unit was on a job would not produce voltage .I found the regulator fuse blown , replaced it , now I have 300+ volts cant turn it down voltage pot tests in correct limits .I suspect the voltage regulator kit needs to be replaced ?
