MEP 115A WITH NO OUTPUT VOLTAGE

I RECENTLY PURCHASED A MEP 115A AT AUCTION FOR A GOOD PRICE, SHOWS TO HAVE 21 HOURS SINCE IT WAS REFURBISHED IN 2008. I GOT IT RUNNING THE LOW VOLTAGE OUTPUT LIGHT IS ON AND THE GAUGE ALOS READS NEXT TO NO VOLTAGE. I TESTED THE 120 V RECEPTACLE AND IT READS 12.1 VOLTS. DOES ANYONE HAVE ANY SUGGESTIONS ON HOW TO TROUBLESHOOT MY PROBLEM. IM NEW TO GENERATOR REPAIRS BUT VERY UNDERSTANDING TO ELECTIRCAL AND MECHANINCS
This is a 400Hz unit, not a 60Hz unit. But this sounds like a voltage regulator issue. Use a multi-meter for all testing. Do not depend on the on-board meters.
