Fuel Pump no work 3KW MEP831A

troubleshooting turnover, no start. it has a new fuel pump that has been confirmed to work on another generator. the fuel pump is receiving 20 VDC. When you switch the generator from “stop” to “run” as part of the initial starting process you don’t hear the fuel pump working. whereas on another generator when the switch is in the “run” position you can hear it run.
we have fiddled with the actuator a bit but im not sure we are chasing the right rabbit. any suggestions would be appreciated.

Have you inspected the pump’s ground wire/terminal to see whether if it is loose, damaged or corroded?

I don’t see a ground wire directly at the pump; however, we have grounded out the harness to make sure it’s good.
